Brussels and Washington: two federal capital cities with two similar metropolitan experiences?

This article follows a comparative study mission. It shows that the metropolitan development of Brussels is clearly atypical when compared to the literature or the example of Washington, DC. It falls within the scope of Belgian mechanisms of compromise rather than the implementation of classic models of metropolitan cooperation, which often emphasise the voluntary involvement of the different stakeholders. In the case of Brussels, the metropolitan reality was imposed ‘from above’, even if it was claimed by some of the partners of the state reform. The municipalities of Brussels are often accused of being a source of financial chaos and of requiring urgent reforms. The present article attempts to objectivise the question of relative wasteful spending by the municipalities of Brussels based on a comparison of the finances of the 19 municipalities of Brussels with those of the municipalities of the four other major urban entities in Belgium: Antwerp, Charleroi, Ghent and Liege.?Our methodology does not allow us to affirm that the services of the municipalities of Brussels could not be provided more efficiently.
